Required Form Elements Errror - When required text fields are filled out, the error still comes up that they are required

Issue: Whenever I try to make any of the "Content Taxonomy Fields" (1-5 below) required I get the following example error when trying to submit or preview - "- Services/Technologies/Products field is required. - Countries/Regions Served field is required."

4. U.S. States and Counties Served:
5. Cities Served:

This may have to do with validation, but I'm not sure.

I may not have the forms marked as required when you go to try it, because I'm in the middle of a BETA testing. Therefore, I've been removing/unticking the required field. i.e. you won't see the asterisk and the field will submit just fine.

I'm am relatively new to Drupal, so please explain things thoroughly. I'm not stupid...just new : )
