Does anyone know of a module, or best practice, for moving nodes from one user to another? The use case is that we have staff that change responsibilities occasionally, and we'd like to move a set of pages to the user who is taking over the subject area of the pages.

Have you tried allowing the user type to be able to change their user name? And then changing the user name / password?
I have not had to do this it's just the route I would look into.

When you edit a node if you have the appropriate permission there will be an 'Authoring information' fieldset, open the fieldset and you will see 'Authored by', replace the existing user name with the new one you want to use.

Another approach would be to use (additional) roles to define privileges for editing pages associated with certain subject areas. Then either create and use different content types for the additional subject areas (not much help for existing content) or use taxonomy to tag pages with the subject area and use one of the taxonomy access modules to assign permissions to roles based on taxonomy terms. Sounds complicated but is quite straightforward once you get the hang of it.

Might or might not be worth it, depending on your situation.
