I want to have a under construction page for my drupal site which is being worked on and collect emails of the people visiting site.This can be done forwarding to other url but this may generate compatibly later on as I am configuring payment modules.Is there a module in drupal which let me put 'Under-Construction' message & collect emails.

Not that I know of, but you can probably work out this functionality with the node_privacy_byrole, front, and webform modules.
