1. Root forum's path is at /forum
2. Root forum has "access for group: access forum"
3. Drupal access control has anonymous user role added to "access forum".
4. If I browse to http://womensfooty.com/forum when I'm not logged in, I get "Access Denied"
5. I can browse directly to a child forum, http://womensfooty.com/forum/2 as an anonymous user no problem

Any idea what is going on?

Don't worry about this. It seems like remove_nonviewable_menu_items module was somehow affecting this. Its working after disabling and then reenabling remove_nonviewable_menu_items
