I would like to add functionality to create some user-configurable variables to be used throughout the site, something like what's there in Site Configuration->Site Information menu.

For instance, I would like to add a variable to store number of most recent articles to be appeared on the home page and a user can configure it to any number like 3 or 5...etc And I am able to access this value in my templates.

Drupal has a variables table with api functions to manipulate it. Also, the http://drupal.org/project/token_custom module might be worth a look.
