Hovertips problems: not displaying in IE, and background content showing through in FF

I have four hovertips on one of my pages. In Firefox all four show up, but content from the background shows through sometimes. I have some HTML links within my hovertip divs, and this problem seems to happen when I hover over the links. I though it might be a problem with the z-index, so I set the z-index values of the hovertips way higher than any other z-indexes in my site, but it did not help. So that's my first problem.
My second problem is that in IE (6 and 7) one of the hovertips does not display at all. I have closely examined my HTML and all four of them are exactly the same (except for IDs of course). Again, I don't think this is a z-index issue.
Has anyone else run into this problem?

Can you cut and paste the markup you're using here?

I've run into lots of problems with various browsers and their quirky behavior, but I thought they were pretty much under control at this point. Are you using a custom theme?
