I found some broken links in help

I also found that the admin (uid 1) could not see ads and it took a while to find out why. I happened to need this for configuration on a oddly setup site. I added the option with a default of OFF. This basically overrides the 'hide adsense' permissions (which I documented in that settings description). I would not encourage this setting be used except for limited testing and configuration.

The attached patch resolves these for me

I did not include the additional option, since it will be confusing and rarely used.

But I committed the corrections to the help links.
