Please see attached screenshot. Enabling the password tab moves the search box from the banner into the content area and also moves the navigation menu further down. This is with the 'Alina' theme.
This may be due to the 'right aligned menu' nature of this theme. Bluemarine as well as Garland are fine.

Please let me know if you think this is a problem with the Alina theme, so I could report it there. Though all other modules never caused any problems it might well be. Thanks.

Just saw that it only happens when "Show restrictions on password change page." is enabled. Therefore I reduce Priority.

Seems to me this is a problem with the CSS going goofy with a long list of drupal_set_messages() on the theme's side, or maybe a CSS list problem, unless you can see an un-closed HTML element or other stray output by Password policy.
