Create content -Menu settings - Parent item - Navigation menu expanded/not expanded

Drupal 6.6
Create content-Menu settings-Parent item menu. I see entire Navigation menu expanded. But I don't want to see all administration links, just Navigation, Primary links, Secondary links with menu items I created. Can I do that?

I have the same configuration on my local machine and I see only 3 menu items here: navigation, primary, secondary. Can't get it on production site.

Any ideas?
