Would it be better or worse to implement the delegation settings as permissions, or what?
It certainly seems more usable if they are in the permissions matrix - the task of delegating is something that's likely to be performed across all vocabs at once, and it seems like a lot of work and confusion to traverse each vocab to do this. Perhaps it could appear in both places?
I'm not sure of the nuances of this suggested approach, but I can see obvious advantages to using a matrix. I have suggestions for D7 core that are likely to appear as a matrix also, and that has no been poo-pooed, so I'm hopeful that this is a useful suggestion.

nancydruThis module started as a specific solution for a customer and this was how they preferred it. It has been suggested before, but the biggest drawback is on those sites that have literally hundreds, if not thousands of vocabularies. I realize there (hopefully) aren't many of those, but they do exist.
Right now, I would prefer to see all the changes coming to Taxonomy in D7 before attempting this. I know some of those changes are significant.

niklp commentedFurther to my previous comment, I hadn't actually noticed there was a centralised management screen for this at http://example.co.uk/admin/content/taxonomy/delegate - this is halfway towards what I was suggesting.
Will ignore permissions issues until I've got some time to talk with catch et al about the taxonomy progression in D7.
