If I only have blocks in sidebar last and none in sidebar first, the blocks displayed in sidebar last don't show their block title rounded boxes. The bg image also gets cropped. (see screenshot)

Why is this by design? It's utterly confusing to see the desired style appear in the block admin with blocks in sidebar_last (and none in sidebar_first) only to see that the front end of the site has a different, undesired style.

How can I simply get rounded blocks with a two column layout the way its presented to me in the block admin? That is what I want to do.
