Taxonomy DHTML effect only works on homepage?

Im having a problem with the taxonomy DHTML term block display.. the drop effect only works on the homepage? I cannot understand why this would be. Does anyone have any ideas?

To verify, look at the homepage: http://www.publicationcorner.com/
Then look at any other page and the drop effect wont work, the upper level term is shown and linked, but the sub terms are not.

I am using: DHTML menu 6.x-2.2 (as the new dev has issues with taxonomy DHTML)
also: Taxonomy DHTML 6.x-1.0-rc1
Marinelli/giordani Theme

also these few other modules:
admin_links
adsense
captcha
fckeditor
google_analytics
logintoboggan
pathauto
poormanscron
profile_privacy
service_links
taxonomy_manager
token
user_register_notify

I hope someone can reply and help (I have had no replies with my other issue *resolved*)

-oh yes, logged in as admin, the module works correctly.

forgot to say, the taxonomy term is under "Browse Categories"

Update: It seems that it now does not work on the homepage either. I thoroughly confused now.
