I've found that the 'user has role(s)' condition works for a role granted the User module's 'administer access control' permission, but is not invoked for roles without this permission. I want to make sure it is workflow_ng that is preventing the action.

Can someone confirm that Workflow_ng requires that a role have the User module's 'administer access control' permission when using the 'user has role(s)' condition?
