The Quotes Block only visible to users with 'administer nodes' Permission.Disabling this permission makes the Quotes block invisible to that Role type.

Are you sure you have the block's visibility settings set up correctly? There is nothing really special about the blocks we create.

I am not sure but I think its conflicting with views & role by permission modules.Maybe some bugs in Views module which is conflicting with both of these as I run Views 1 & its not updated for long.
