Drupal settings:
Caching mode: normal
Minimum cache lifetime: 1 hour
Page compression: Enabled
Block cache: Enabled
Optimize CSS files: Enabled
Optimize JavaScript files: Enabled

1. Install or uninstall a module on the Modules page.
2. Save configuration
3. Visit site as anonymous user and certain pages will be loaded without style.
4. Force refresh in browser, but still nothing.

When checking source code of these pages, in the head tag there is a link to an aggregated css file that is no longer in the css directory. This is a css file that was deleted on saving configuration on the Modules page.

Possible fix:
Clear cache.

Yes, clearing the cache is always a good idea. Can you still duplicate this issue in current D6?
