I recently installed 5.x-2.15 over 5.x-2.13. I had a user report that when she downloaded a file owned by a different user, edited it and then tried to upload a replacement, replacing and renaming the original, she received an error message: Permission denied to overwrite existing file. I checked the file permission, and it is set for Role Full Access. I confirmed the error message by using my test account rather than the user 1 account.
I disabled WebFM and deleted the webfm directory in the modules directory, and unpacked 5.x-2.13 and enabled it. Now I can upload, replacing and renaming.

robmilne commentedIt appears that users who have 'Role Full Access' to a file and who are not the original owners cannot overwrite a file - only the file owner and admins can do so at this time. I will fix this soon.

nhck commentedAs per #803722: Cease support of Drupal 5? support for D4 and D5 has been closed. Sorry, please upgrade to Drupal 6. If you think this issue still applies with Version 6.x please reopen this issue with correct version tag.

bdornbush commentedI didn't expect it would be fixed after 18 months went by anyway. I guess it depends on your definition of "soon." I hope it doesn't become a trend to delay fixing things until the version is obsolete. :-)
