html filter not working? or none?

I copy -pasted facebooks legal text on admin/settings/legal page to try it out.
unfortunately, the text that comes out (rendred) by drupal doesn't have a single space on it. the whole text is one big paragraph.
i'm guessing this is a bug.
anyone?

same issue for 5.x 1.9
is there easy patch to define it to have formatting options?

The filter is in this version.
just check html text instead of scroll box.
however, you can only choose one out of the 4.
It'd be helpful for html text to be available in addition to the other options.
Many thanks to Robert C for moving the legal terms out of user into a 2 separate tables.
