Page Link should open in new window [#332567]

this patch makes the link open in a new window. Not sure if it plays nicely with: http://drupal.org/node/79754

Subscribing, this is a small detail but very important regarding usability or expected behavior.

This should be configurable by admin, not forcibly imposed on all installations.
e.g. #372721: Option to open Page Link in a new window and Lightbox2 module integration
