State's select field broken after upgrade

Description

I upgraded from a dev version of 5.1. I tried to run upgrade.php but no upgrade was needed.

I went back and resaved the field. However, when I try to edit an existing node with a cck address field, the state field is not populated. I don't have activeselect turned on.

I created and added a brand new address field to my node type. The state selector menu doesn't work for it, either.
