Position the menu selector closer to the title, not under the content

I'm submitting something BUT IT'S NOT A PATCHABLE PATCH.
Sorry, I'm not exactly sychronised with the Drupal CVS from my current dev environment (it's actually a no-net sandbox) and this patch is relative to me only.

BUT it's only a few lines, and looking at it should be easy...

The point was...
I found it less-than-great to have the menu selectorway down the page. I conceptually put the navigation issues up with the title of the page, as 'where' it goes is the first thing on my mind when adding a new page (in heirachical-think-mode anyway)

So my move was to add an option in the configs to have the form field in "form pre" not "form post".

Code repetition (3 lines copy&paste in mine) could possibly be tidied, but I didn't want to mess too much.
