Refresh Defaults to 0

Description
Hi,
I'm having a problem when a user creates a new page and they leave the refresh time blank and then they return to edit the page the refresh is set to 0. When they submit the page the second time they get an error message stating that they should leave the field blank or set the number higher than 0.
Any ideas?

Nobody gives a crap? Well, that's a bold assumption..
