UID 1 will be able to see all modules and set and change permissions as usual.

And here's a patch.

How it works is that the a new element [uid1], should be set to true in the systemmask variable. Documentation will go into README file once an existing patch for module documentation goes into the site.

Patch applied to 5.x. This seems useful if non-uid1 users will have access to the module's page; preventing them from breaking key site features.
