To be more consistent with other code, it'd be better if the signup_admin_node_form was renamed to signup_node_admin_form. However, this should wait until #330829: Split theme functions out into .inc files. lands to avoid patch conflicts.

Actually, upon closer inspection (while working on #333257: Remove pile of broken "Cancel signup" buttons and use checkboxes for node/N/signups admin pages), it seems like 'signup_node_admin_summary_form' would be a better name for this. It's the admin summary form for a signup node.
