The tab mentioned doesn't work because the link in that miss the ?q= part.
Look the first item named Add a category :
blah blah ...:8080/admin/build/mass_contact/add

This should be fixed in the dev version. I made many changes back in July of 2008 here: http://drupal.org/cvs?commit=128354. I'll try to get a new release version with all the updates in it out soon.
