Always expand the "Signup another user" fieldset on node/N/signups admin tab

I noticed that the "Signup another user" fieldset honors the advanced setting for if the signup form's fieldset should be expanded or collapsed. This is weird for two reasons:

A) Seems like you should always see this functionality at the bottom of the admin tab

B) The setting actually disappears from the advanced settings if you configure the signup form to appear on a separate tab on the node. So, if you configure the signup form on a separate tab, you have no way to control the behavior for this fieldset on the admin tab.
