Here is a though on views integration.
There could be a filter by which one could select if she only wants to get galleries that have pictures in it.
E.g. don't show empty galleries in a view.

Empty gallery appears in gallery list only to Gallery`s owner so that he can upload images to it.

PROG guys (Miķelis & Artis) contributed code for views integration and specifically this problem. Will be available in dev release tarball tomorrow.
