Block visibility - allow multiple regions

There comes a time when one wants more control over his/her block visibility, especially giving the ability to print a block in more than one region. Because this could be a bit of a complicated patch, I figured I would let the critics have their say. I have attached an image to show how this could work. Is this something that others feel would be useful, and if yes, what is the best way to implement it?
