Issue Summary
"The file will only be sent for testing if the current issue's Project, Status, and Release tag settings match the current issue filter settings."
a) What the heck is a "current issue filter setting?"
b) How would I know if they match or not?
c) Uh. What does it actually mean to send something off for re-testing?
That is an awful lot of admin-specific knowledge in a user-facing message. One approach could be parsing the settings and displaying them here, although that's a lot of work. Another approach is being more vague. I'm not sure.

easy fix: only display the re-test link if the issue is currently eligible for re-testing.
