I have a fully developed web site created by contract programmers.
At my request they have allocated html cells on the home page and 2 other pages where I want to be able to place CMS information.
I want to allow Content Publishers to place Industry News, Polls, RSS Feeds, etc. in these cells.
I do not want to use CMS for any other part of the site.
Ideally, I would like the programmers to do whatever they need to do to allow a CMS program to target these html cells with independantly maintained content.
Is Drupal the product that can fullfil these requirements?

Drupal is not what you are looking for.
or Yes if you know what you are doing.
You could use drupal as a back end for this and send the data via an xml or json feed or you could query the datbase directly. There may be a better way but it is possible with Drupal.

Is it for your own site? I would use Drupal with a view to eventually moving your whole site to Drupal. I would also use Drupal because it is what I know and I would be able to do it easily.
Drupal is used for a lot of back ends of flash sites and is ideally suited to manage all the things you have mentioned. I personally don't know of any package that is designed specifically for what you want and possibly this forum is the wrong place to ask that question 'cause we do Drupal.
You might be able to do a mash up of different web based services.
For your Industry news CutePHP is very simple news/blog package and then embed widgets from somewhere else to do the other functions.

If the existing website is static html, I would recommend exactly the opposite of what you suggest. Setup the entire site as a drupal based site--then you can mix and match dynamic and static content in different regions very easily.

Of course that is the ideal
But that is more expensive and Russell has just had a site built. I was trying to spread the pain of the extra cost and a large cost of a site is the theming.
Doing the whole site in Drupal is the ideal. It is a pity the people who built it didn't think the whole thing through before they started.
Russell really needs to talk $$ with a Drupal Developer to compare his options.
