use discount module to charge surcharge / handling fees (code included)

Hi,

I know it's bad practice but I'm new to Drupal so writing a whole module to add handling fees to an order was a bit much for me.
When reading an ubercart forum post from Ryan it mentioned that in theory the discount module could be used.

Theory was great, real world was not so great, so I hacked the module a bit and now one can use the discount module also to add surcharges and handling fees!

I reckon this could be a good feature in discount module as the whole infrastructure lends itself for charging customers fees based on their order as well.

What do you guys think?
