I've downloaded this module and after unzipping the file I've found that it's missing .module and .install [if not more files].

The files and directories that are in the tar file are:

/images
cssedit.js
cssedit.info
cssedit.css

Are you seeing the same thing?

The .module file is there and I don't believe the .install file is necessary if there's nothing to install/uninstall.
