Does this module keep the block settings and non-theme-specific settings the same when switching from one theme to another? Usually the block settings are per-theme right?

Or do you have to select block settings with RC every time you switch theme?

For regions and settings that are consistent across multiple themes, then yes it will keep them across each theme when activated. If a block is in a region in one theme that it doesn't find in another, it will simply be ignored.
