payment is not enable & when we add tax then it cant shows i dont want payment method enable
so how can i display tax.

This is just not possible in 1.x. We should review this for separating the order total preview from the payment checkout pane for sure, but in 1.x the only thing for you to do would be to use the "Other" payment method and the String Overrides module to change it to say something about when/where payment will be collected.
