I know we could create a video by copy embed html code into body box with full html option. But it is not safe, right? Is there any way to have authenticated user to enter embed html code into body box without opening to full html option?

it would be much better if you use http://drupalmodules.com/module/embedded-media-field to let your user insert the video as extra field.

Additional you can create views with the videos etc.
