No matter what text I enter on page

It happened to me, today.
In my case, I was reading an issue report, and I tried to search for a project using the search text field at the top of the page.

I cannot report more, except that I kept to get the error until I didn't visit another page.

we need a better title to draw attention to this since it's an issue. I can't reproduce.

Steps to reproduce for those above us would be beneficial.

This is just evil usability badness from the Form API: #240828: "This form is outdated. Reload the page and try again" is incorrect and confuses users
