I don't have a grasp of what this module intends to do so I post the question here.
Would it be possible for Color.module: Next Generation to depend on this module for altering CSS?

Yes! This module would be great for that.
CSS API would provide a central API for managing the edited CSS files and swapping out the edited file for the original. It also has a revisioning system so that administrators could have unlimited "undo".

Do you know of any modules with similar functionality as this?
