I have noticed that if you have a Primary Link with a JS dropdown menu, if the dropdown link is longer than the available space on the right of the link, it will flow over the visible window, and cause scroll bars to appear.

I have tested this in both Safari 3.2 and Internet Explorer 7 on Windows. See http://DailyFuneral.net/ to see this happening. The FAQ menu at the top has a child menu, which end up showing partially off screen, especially if you are running in a window and not full screen.

The theme does not use JavaScript for its drop down, but yes, this happens w/ screen resolution of 1024x768 or less.
There are somethings you just can't control - think of it as a feature and not a bug. :)
