Dual Drupal and HTML Site

Hi, I already have an html website up:
www.nationaleconomy.net

I would like to add a blog page, such as www.nationaleconomy.net/blog

Is it possible to have a "partitiioned" site where some pages are HTML and there is also a Drupal section?

Yep. Take a look into things like htaccess.
