I would like to setup two pages where users can enter in services that they are seeking and services that are availiable. The pages should appear as a form format. The information the users enter should appear in a classified structure which I would like to use the classified ad module for.

Is it possible to do this with the classified ad module? If yes, how? If not, is there a way for me to do this?

The short and belated answer is "no" - this type of matching up seekers and services isn't directly supported. It's a good idea for a future feature and would probably require some taxonomy matching. I've added this as a potential for the roadmap.
