Is there any way to make one public gallery for everybody to use and participate in?

Yes. You can enabled the user permission "edit any gallery" and "edit any gallery_image" for auth. users.

Mind you, you might want to create two types of galleries if you do this. One that anyone can edit and one that only the author can edit.
