Do this so that our operation is available to Views Bulk Operations module.
A second phase of this is to ship with actions. That would give us comment integration into VBO module.

This seems valid. Currently Mollom uses a form_alter to add to the node operations select box. That could be better split out using the proper APIs. Too bad there's not also a hook_comment_operations. :/
