please help me to bring limks to the region below the header.

when i trie to bring menus to the primary_links they are above the header???

why cause there is a div called

below the header.

how i can fix this

how can I make this grey bar into a nice menu (drop down)?
If I define nice menu 1 for primary links I cannot choose the region for the grey bar. I can only put it above the header.
