This is exactly what I was looking for! However, is there a way to limit creation by vocab term instead of content type?

Not at this moment, but if you have programming skills it would not be big deal.

The limit table includes a field named "class". At this point it only accepts two values, "role" and "user". If you add the value "term", you have the database ready to implement limit by vocabulary term.
