Right now a user has 2 options when the Mollom service is unavailable:
-allow all activity
-restrict all activity

It would be great if there would be a local captcha as a third option

Or you could upgrade to Mollom Plus and take advantage of our client-side load balancing mechanism: see http://mollom.com/standard-service-level-agreement for details. I'll make that more clear in the help text of the fallback mechanism.

I have since updated the help texts of the Drupal 5 and Drupal 6 module. I'm marking this fixed, for now.
