I recently downloaded the Salamander skin pack from drupal.org, but the problem is, I have to edit the blocks for every skin one by one, is there any quicker way to do this?

Not that I am aware of. It would be nice though to have global control over blocks in this way. Though I can also see where this would be a pain in the rear for those who when wanting to start from a new theme without any blocks, could be adversely affected.
