Trying to find module called "File"

The title pretty much sums it up. I installed the File Taxonomy Server, but it needs something called "File" to be run. I searched the Modules section and could find no such thing. Perhaps I just missed it. Thanks!
Did you check the module documentation?
It sounds like you are using the File server project. Looking at the Install.txt that comes with that module points you to the File framework module as a requirement. You also need the DAV module. These are also linked to directly off of the File server project page.

You are correct.
I am attempting to use File server project. I did not check the install.txt as I installed File server from my G1. I realize that is not the best device to use for such things.
The file framework is all that I seemed to be missing. However, upon installing it, file is still listed as a missing dependency by File taxonomy server.
