html tags in listbox

After upgrading to 6.x-2.3 suddenly
tags appears in all my listboxes.
Does it has something to do with TinyMCE?

Probably. You absolutely cannot have a WYSIWYG editor on the textarea for entering options for the select list. Check how to disable the WYSIWYG editor on the Webform options textarea.
