Currently, the default message displayed when the site is in maintenance mode is:

@site is currently under maintenance. We should be back shortly. Thank you for your patience.

I see many results for a Google search for "login maintenance site:drupal.org" where people are confused about how to login after placing a site in maintenance mode.

Why not add a simple "Authorized site administrators may use the login page to access the site." on to the default message, in order to prevent this common user experience issue?

I think many sites would not want this information displayed during maintenance if they didn't want folks attempting to login. Regardless, I think this is a feature request so bumping to 8.1.x.

If this issue were fixed the login URL would be much better: #722434: Stuff still visible at /user when site is offline (Maintenance mode) it wouldn't feel as iffy to have this. Maybe this option should be a toggle.

I agree that in most cases sites that are put in maintenance mode don't want users trying to login so we shouldn't add this by default.
Site administrators who want to provide a link to the login page can easily customize the message that is displayed.
An option to display a link that can be toggled would be possible, but I doubt that it's worth the effort.

The proposal doesn't met the Criteria for evaluating proposed changes. In this case, there is not demonstrated demand and support for the change.

If there is interest in this re-open the issue and add a comment. Or open a new issue and reference this one.
