Help troubleshoot a few issues and implement a few features

I have been working on my first Drupal website and have learned quite a bit doing so. I still have a few issues unresolved and I have tried posting to different forums. Unfortunately, I find myself stuck on several fronts and I don't know who to turn to considering I don't really know anyone in the Drupal world. I was hoping you might be willing to help me out with these issues. I am not in a position to pay much, but I will do the best I can to accommodate your needs. If you have the desire to help, I have tried listing some of the main obstacles I am currently trying to overcome.

3. Backup
4. Test site
5. User file setup
6. Optimize
7. Security

The Troubleshooting and ToDo list are the most urgent at this time. I'm not sure how much history and detail to provide for each of these. I am happy to provide as much as necessary, but I didn't want to go on for a couple pages for no good reason. Maybe an online chat or phone conversation would be better to communicate the details?
