The 4.6 Readme file says it is for 4.5 looks like it is the same file actually. I downloaded the engine from http://drupal.org/files/projects/phptemplate-4.6.0.tar.gz

Marking as 'wont fix'. With PHPTemplate in HEAD now, there is no README file to worry about.
